Not sure if you already know this so if you do completely disregard, but real world we always have an approach speed of Vref +5 unless the wind is over 10 in which case we use half of the steady state (rounded up). If there are gusts we use half of the steady state (rounded up) and then all of the gust factor. For 290@12G20 we would take 6 for the steady, then add 8 for the gusts so we would have a new approach speed of Vref +14.
